Introduction
Initially, the Fengtian Canal settling basin drew water from the Ciyakang River (also known as Shoufeng River). Today, it utilizes tailwater from the Taipower Xikou Hydropower Plant. The source area's steep slopes and fast currents resulted in high sediment levels, prompting the construction of a settling basin in 1976 to address sediment clogging and ensure irrigation water quality and safety. In 2011, due to the Xidi Tunnel construction project for the Eastern Railway Line, the settling basin was relocated 50 meters east. The new basin measures 68 meters in length, 20 meters in width, and 4.5 meters in depth. It now operates through an automated system with added water level monitoring to ensure irrigation efficiency. The Hualien Management Office has enhanced the surrounding environment, creating a landscaped green space. This improvement allows the settling basin to serve dual purposes: water quality control and a public park, covering a total area of 1.11 hectares.
